Γαλλικός χάρτης με τις περιοχές ευθύνης των Μεγάλων Δυνάμεων, όπως αυτές προέκυψαν από τη Συμφωνία του Mürzsteg (1903). Η συμφωνία αυτή ήταν το αποτέλεσμα της συνάντησης του αυτοκράτορα της Αυστρο-Ουγγαρίας Φραγκίσκου Ιωσήφ Α΄ και του ρώσου αυτοκράτορα Νικολάου Β΄ στο κυνηγετικό περίπτερο του Mürzsteg (Στυρία, Αυστρία). Το πρόγραμμα περιλάμβανε διοικητικές, δικαστικές και σχετικές με τη χωροφυλακή μεταρρυθμίσεις, την πρόοδο των οποίων θα επέβλεπαν οι Μεγάλες Δυνάμεις.

French map showing the areas of responsibility of the Great Powers resulting from the Mürzsteg Agreement (1903). This agreement was the result of the meeting of Emperor Franz Joseph I of Austria-Hungary and Tsar Nicholas II of Russia at the Mürzsteg Hunting Lodge (Styria, Austria). The program involved reforms of the administration, judiciary, and local gendarmerie, the progress of which would be overseen by the Great Powers.
