Αναφέρει τα προβλήματα των Κουτσοβλαχικών χωριών, που είχαν εκρουμανιστεί βιαίως προ τριετίας από τους Νεότουρκους, απ όπου πολλοί κάτοικοι διατηρούν την ελληνική τους συνείδηση και προτείνει διάφορες λύσεις σχετικά με τη λειτουργία των σχολείων και των εκκλησιών, έτσι ώστε να απαλειφθούν τα σημεία προστριβής ανάμεσα στους δύο πληθυσμούς.
