Ανακοινώνει ότι, κατόπιν της κατάληψης της Σμύρνης από τον ελληνικό στρατό, επιτρέπεται στο εξής η ελεύθερη αποστολή συναλλάγματος υπό τον όρο να χρησιμοποιείται μόνο για ντόπιες υποχρεώσεις.
