Διαμαρτύρεται για την αποδοχή προτάσεων του Ζαβιτσιάνου, που κατατέθηκαν πέρα από την προθεσμία, για την ύδρευση και την ηλεκτροδότηση των Ιωαννίνων. Αναφέρει επίσης ότι, με βάση πληροφορίες του Φορέστη, ο Ζαβιτσιάνος σχεδόν αντέγραψε τη δική του προσφορά. Ζητεί να ασκηθεί βέτο στην υπογραφή του συμβολαίου, μέχρι να ελεγχθούν τα καταγγελλόμενα.
