Μετά τις διαμαρτυρίες των μεινοτήτων Μακεδονίας προς τις Μεγάλες Δυνάμεις, για άνιση μεταχείρηση, η Ρωσία εφιστά την προσοχή της Ελληνικής κυβέρνησης και προειδοποιεί ότι τέτοια φαινόμενα δυσκολεύουν τη συνθηκολόγηση. Σε απάντηση ο Ψύχας περιγράφει τις δυσκολίες που υπάρχουν και βεβαιώνει τη θέληση της κυβέρνησης να λάβει μέτρα για να αντιμετωπιστεί η κατάσταση και ένα απ αυτά είναι ο διορισμός του Σοφούλη. (EL)
