Αναφέρει οτι από την εφαρμογή του νόμου 4650 επλήγη η εκ στεμφυλόπνευμα παραγωγή της περιφέρειας της Καλαμπάκας. Αναφέρει τα αίτια της μη καταναλώσεως του στεμφυλοπνεύματος και ζητεί την επέμβαση του Βενιζέλοτυ για να καταργηθεί το διάταγμα της ισχύος του νόμου 4650.
