Παρατηρεί ότι η Ιταλία επιδιώκει την αποδυνάμωση της θέσης της Ελλάδας στα Βαλκάνια και ότι οποιοσδήποτε με κάποια διπλωματική εμπειρία, θα άκουγε με δυσπιστία τις παραινέσεις του Πρεσβευτή της Ιταλίας στο Λονδίνο για σκληρή στάση προς τις Δυνάμεις της Συμμαχίας.
