Αναφέρει στο Ν.Πολίτη οτι έχει καθήκον να αποδεχθεί τον προτεινόμενο διορισμό του, παρά τον τρόπο εκλογής του Πάγκαλου, γιατί λόγω της προϋπηρεσίας του ως Υπουργός Εξωτερικών και του επιστημονικού του καταρτισμού μπορεί να προσφέρει τις υπηρεσίες του στη χώρα.
