Εκφράζει την άποψή του για τον τρόπο που ο Βενιζέλος θα μπορούσε να προωθήσει την μόνιμη εγκατάσταση προφύγων, με βάση το προτεινόμενο δάνειο. Προτείνει, με τη λήξη της παροχής βοήθειας του Αμερικανικού Ερυθρού Σταυρού, να αναλάβει πρωτοβουλία για να γίνει εφικτή η συνέχιση της ελληνο-αμερικανικής συνεργασίας.
