Αναφέρει οτι το πρωτόκολλο Πολίτη-Καλφώφ ποτέ δεν υπήρξε υποχρεωτικό για την Ελλάδα, από τη στιγμή που απορρίφθηκε από την Εθνική Συνέλευση. Επίσης, αναφέρει οτι το πρωτόκολλο για να είχε υποχρεωτική ισχύ θα έπρεπε να κυρωθεί από τον Πρόεδρο της Δημοκρατίας ή ο Πολίτης να είχε υπογράψει με εντολή του Προέδρου. (EL)
