Αναφέρει οτι το 14 άρθρο του Συντάγματος προστατεύει τους δημοσίους υπαλλήλους όχι όμως τους συνεταιρσμούς, στους οποίους προσέρχονται οι δημόσιοι υπάλληλοι με σκοπό να προστατεύσουν τα συμφέροντά τους κατά του κράτους. Αναφέρει οτι την ίδια έννοια δίνει στο άρθρο και ο Παπαναστασίου. (EL)
