Αναφέρει οτι δέχθηκε να αναλάβει τη συγκρότηση Κυβέρνησης μόνο μετά τη διαβεβαίωση του Jonnart ότι ο Βασιλιάς αποδέχθηκε τους όρους που είχε θέσει ο Ε.Βενιζέλος, δηλαδή ότι θα εκαλείτο Εθνοσυνέλευση για τη σύνδεση της διασπασθείσης ενότητος του κράτους και ότι θα ανεστέλλετο η μονιμότητα των δικαστικών υπαλλήλων, για να καταστεί δυνατή η εκκαθάριση του δικαστικού σώματος.
